I’ve heard leggings described as stylistically lazy - they’re simple, stretchy, and don’t “add” anything to the form of the body. But I think describing any item of clothing as lazy is unfair and inaccurate.
There is a difference between lazy and unintentional. Lazy is grounded in judgement - what someone should wear. Unintentional is a neutral description of someone that didn’t put thought into their clothing. This could be for all sorts of reasons; they don’t care, don’t know how, don’t have time, etc.
Like any item of clothing, leggings can be worn intentionally or unintentionally. There are days for me when a comfy legging and a baggy sweater feel cozy and exactly what I want to wear.
Garments can be simple, stretchy, or casual and still be intentional and fashionable. Some of the looks we have historically applauded the most are actually quite simple. Style does not require complexity or grandiosity to be fabulous.
Style is based on a whole collection of factors - clothing, accessories, makeup, how we walk. A garment is a single ingredient through which we express ourselves. Determining style based on that single garment is crediting it with too much power.
